Licensure/Certification Required: Valid PA Driver’s License
Education/Experience Required: Master’s Degree in human resources or related field, including management and supervisory experience plus five years experience; or Bachelor’s Degree in human resources or related field + three years related experience, including experience in Human Relations and supervisory experience; or any equivalent combination of experience and training as approved by the County OBH/OMR/DD Program Director. Must be a current or former mental health consumer.
Job Duties Summary: Under the general supervision of the Director of Operations oversees the development of policies and procedures for programs and personnel, execution of human resource functions, maintenance of internal communication and participation on agency management teams. The Director of Human Relations provides direction in both administrative and fiscal affairs. This position supervises Recruitment Specialist. This position requires a thorough knowledge of the agency, excellent communication skills and the ability to make sound, independent decisions as well as mastery of Microsoft Office and Access programs.
Work Schedule: Monday through Friday 9:00 a.m. to 5:00 p.m. with flexibility.
Management/Leadership:
- Receives operations reports from program supervisors and assures compliance with PSAN policies and procedures.
- Performs human resources function for the agency: Oversees recruiting, hiring, promotions, retention, disciplinary actions and compliance with regulatory requirements, including Affirmative Action and Equal Employment Opportunities plans. Serves as staff to personnel committee, updating personnel policies and procedures as necessary.
- Works with staff to solve HR problems as appropriate;
- Facilitates communication between direct worker staff and management;
- Responsible for employee orientation and training activities;
- Responsible for training regarding employee safety and wellness.
Service to Consumer/Customer:
- Visits program sites regularly to listen and respond to consumer feedback about programs; addresses program and staff problems
- Addresses consumer/citizen concerns.
- Designs and submits proposals that will provide needed resources to enhance and/or expand services to consumers
Collaboration with others:
- Attends and participates in internal and external committees, meetings, task forces, planning and work groups as required and requested
- Coordinates and facilitates formal and informal staff meetings where program problems are addressed and opportunities for improving program functioning are explored
- Develops and maintains productive relationships with internal and external partners
- Maintains a positive professional reputation in the community and is a good ambassador for the agency
- Cultivates effective relationships with: community and business leaders, constituents, public officials, relevant professional organizations, and potential funders
Recordkeeping/Documentation:
- Completes, reviews, corrects, signs and processes informal and formal documents
- Maintains all documentation related to hiring, terminating and evaluating staff according to organizational standards and guidelines
- Establish and maintain all Human Resource information systems.
- Maintains records of relevant departmental and organizational information
- Assists supervisory staff with periodic performance reviews
- Responsible for payroll, benefits administration and appropriate documentation as required by federal, state, and local regulations
Communication:
- Routinely informs program supervisors, members and the Executive Director of emerging organizational issues, including new polices and procedures
- Responds to internal and external customers via telephone and written communication
- Informs internal and external partners about new program developments and ways to access services
- Develops, implements, and updates program specific policies and procedures
Stewardship:
- Cultivates and fosters an environment that responds to change as necessary
- Sets and monitors productivity standards and promotes professional development
- Addresses risk-management issues in department
- Works stridently to create a socially just and stigma free society.
