Program to Aid Citizen Enterprise (PACE) was founded in July 1968 by the United Fund and the Community Chest (forerunners of the United Way of Allegheny County), in partnership with the Health and Welfare Association, the Allegheny Conference of Community Development, and key leaders of the African American community. PACE was formed as a response to the riots in Pittsburgh in (April 1968), which occurred after the assassination of Dr. Martin Luther King, Jr. The mission of PACE is to strengthen the community-based nonprofit organizations that potentially or demonstrably can assist African American and economically disadvantaged communities to identify their needs and take effective action. PACE’s core business is the development and management of partnerships with philanthropic and other nonprofit organizations to build the programmatic and organizational capacity of small to mid-sized community-based nonprofit organizations.
Position Description
Position: Program Manager
Reports to: Executive Director
Responsibility: The Program Manager is responsible for the development, management and evaluation of all capacity building programming. This includes the continued management and ongoing improvement of the sub-granting program managed on behalf of the United Way of Allegheny County as well as development of and management of capacity building programs on behalf of the Poise Foundation, The Heinz Endowments and other prospective funders.
Qualifications:A Bachelor’s Degree in business administration, social work, public policy or other related fields and 3 to 5 years of work experience is required. A Master’s Degree is a plus. Candidate should have a demonstrated interest in providing support to and in nurturing the development of community-based nonprofit organizations serving the African American and disadvantaged communities in greater Pittsburgh.
Working familiarity with office software including; Microsoft Word, Excel and Access.
Duties:
- Manages program participant selection processes including: selection and orientation of panelists, conducting informational sessions for potential applicants, collecting and assembling applications, scheduling applicants for oral interviews, organizing and managing panel day activities, calculating resultant scores, reporting to the PACE Board of Directors and, informing applicants of the outcome
- Conducts site visits to execute grant contracts and evaluate participant organizational effectiveness
- Manages program participant completion of diagnostic self-assessment, analyzes and participates in discussion and determination of a capacity-building project (s), in conjunction with the Executive Director.
- Arranges for group program orientation and training on topics addressing needs of all program participants
- Assists organizations in accessing qualified (vetted) consulting assistance, if necessary, to complete projects
- Manages participant files including, capacity-building work plans, proposals, contracts, invoices, receipts, training records, copies of consultant deliverables
- Provides information about grantees/participants for agency public relations efforts
- Coordinates/conducts evaluations at component and total program levels
- Coordinates participant testimonials to Board of Commissioners and funders
- Assists Executive Director in preparing funding proposals and reporting
- Provides meeting facilitation and minutes for assigned groups
- Conducts research and shares relevant materials with program participants individually and on a group basis
- Develops and monitors program budget
- Develops and implements policies and procedures
- Seeks to continually improve the impact, effectiveness and management of all programs and processes
- Supervises work of contractors and interns
- Attends meetings and functions on behalf of PACE
- All other duties as assigned by the Executive Director
