Background
The YouthBuild Philadelphia Charter School is an education and job-training program for young adults who have dropped out of high school. Students in the program alternate six-week sessions between the classroom site, where they attend academic classes and develop career-related, leadership and life skills, and a vocational-training site (construction, computer technology or nursing) where they develop real-world work skills. The School enrolls approximately 220 students each year and has been in operation for 12 years (originally chartered in 1997). Regular hours for this position are from 7:30 a.m.- 3:30 p.m.

Mission
Our mission is to provide out of school youth in Philadelphia with the broadest range of tools supports and opportunities available to become self sufficient, responsible and productive citizens in their community. The emphasis is on transitioning them successfully so that they will succeed in top-quality training schools, colleges, union apprenticeship programs, other careers, and the competitive world beyond.

The Director of Case Management is required to perform the following duties:

Case Management Operations:
o Believe deeply in the mission and values of YouthBuild Philadelphia
o Establish and maintain effective case-management services for students with the goal of the students staying in school and earning their high school diplomas
o Oversee the development of weekly psycho-educational gender-based groups
o Chair the school’s Student Assistance Program (SAP) Team and manage the referrals and monitor the interventions to satisfactory conclusions
o Ensure organizational compliance with relevant guidelines, mandates and reporting responsibilities, including the SAP-reporting requirements on the Safe Schools website and arranging for and recording the results of the students’ annual health screens (vision, hearing and growth)
o Ensure compliance with Special Education laws and mandates by arranging for counseling services for students whose IEPs require counseling
o Participate as a provider in the Medical Assistance ACCESS program when providing counseling services to students whose IEPs require counseling
o Organize and oversee the Case Management Department's participation in the Medical Assistance ACCESS Administrative Time-Study Program
o Ensure that sound Human Resources practices are established and adhered to, including regular supervision of Case Managers and timely completion of completion of performance evaluations
o Manage the admissions process for new students
o Serve as back-up for Dean of Students for student discipline.

Departmental Supervision:
o Provide appropriate and effective supervision and professional development for case managers and, where necessary, program staff.
o Administratively supervise the guest counselor from Shalom, Inc.

Case Management Leadership:
o Hold high expectations for each student in the school
o Develop and appropriately advance the organization’s programming and case-management goals
o Develop a system for connecting students in need to appropriate resources at school and in the City
o Participate with the school’s Program Team in decision-making and planning process
o Maintain an organizational climate and culture which attracts, keeps and motivates top quality case managers
o Lead and supervise department meetings and all-staff meetings, as required
o Manage the recruitment, employment and termination of case-management personnel in compliance with applicable employment laws.

Professional Development:
o Maintain knowledge of trends related to supporting and educating out-of-school youth
o Continue to develop skills through trainings and professional development offered at the school and outside.

Other duties as assigned by the Director of Programming and the Executive Director.

Qualifications
YouthBuild Philadelphia requires the following qualifications for this position:
o Master’s degree or equivalent experience, and at least five years of senior management experience
o Strong commitment to helping young adults succeed, reorient their lives, nurture their leadership skills and make a difference in their community
o Experience with case-management principles and techniques
o Ability to motivate staff through effective leadership, mentoring, coaching, development and evaluation
o Demonstrated commitment to youth development, education and advancement
o Commitment to building and maintaining strong management practices
o Ability to think strategically, analyze critically and put ideas and insights into action through well-planned programs
o Ability to define appropriate measures, and analyze and evaluate outcomes of implemented policies and programs
o Ability to convey an education vision, and demonstrate commitment to mission
o Excellent communication skills, both written and oral
o Excellent planning and organizational skills
o Strong presentation skills
o Strong interpersonal skills
