Summary of Responsibilities

  • Act as chief administrator, manager, and operator of WCDC’s business affairs under the guidance of the Board of Directors.
  • Develop and implement strategies and programs that promote, maintain, and enhance economic development and improve the quality of life in Wilkinsburg with focused attention on the business district.

Operations and Organizational Management
Program Development/ Management

  • Work with Board of Directors on the development and implementation of a strategic plan for the business district.
    • The strategic plan will be informed by the recommendations of the Wilkinsburg Business District Plan which include:
      • strategies for vacant buildings
      • planning for green space
      • transportation improvements, and
      • infrastructure improvements.
    • Identify program priorities, schedule, responsible party, budget and outcomes.
    • Develop, implement and monitor programs.
  • Establish, prioritize and manage the work plan of the Neighborhood Partnership Program initiatives, including Economic Development efforts, Image and Identity campaign, and Clean, Green and Safe activities.

Contract Management
Negotiate, execute and manage all contracts.

Supervision

  • Recruit, retain, and supervise qualified staff, including an Administrative Coordinator and a Business District Clean-Up Crew.
  • Establish clear goals and standards for staff performance.

Financial Planning, Fiscal Oversight, and Fundraising
Budgets and Fiscal Operations

  • Prepare organizational budgets.
  • Implement sound fiscal practices and ensure accurate corporate recordkeeping.

Fundraising

  • Develop and implement a fundraising plan
    • Aggressively seek out new funding sources and innovative ideas for revenue generation.
    • Develop and maintain professional relationships with potential (and current) funders.
    • Prepare grant proposals in collaboration with staff and Board members.  

Community Outreach and Collaboration
Main Street Point of Contact

  • Serve as the energetic focal point and main contact for all activities regarding the Wilkinsburg Business District Revitalization Program.

Local Business Outreach

  • Build and maintain relationships with business district constituents, including merchants, property owners as well as potential retail and business partners.
  • Provide technical assistance and referrals to businesses as needed.
    • Work with businesses and WCDC staff to identify challenges facing business districts.
    • Organize interests of businesses in a unified manner and work toward common objectives.
  • Develop and implement programming that addresses business district needs.

Community Partnerships

  • Coordinate WCDC outreach activities with the public. Effectively communicate and collaborate with community stakeholders including community based organizations, residents and businesses
  • Develop and maintain partnerships with key stakeholder groups inside and outside the community, including funders and elected officials

Media/ Public Relations

  • Respond as the WCDC point of contact to all media inquiries.
  • Develop and implement a proactive public relations plan to support program objectives.
  • Develop and implement a WCDC website as an important element of the public relations plan.

Qualifications

  • Bachelor’s Degree required; advanced degree preferred in Non-Profit Management, Business, Public Administration, Public Service, Urban Planning or a related field.
  • Four or more years of progressively responsible experience in community development, urban and regional planning, non-profit management, marketing and communications.
  • Experience with supervision, strategic Planning and fundraising a plus.
