Background

Pittsburgh Community Reinvestment Group (PCRG) is a coalition of nonprofit community based organizations and their core partners dedicated to the revitalization of urban neighborhoods. Through advocacy, policy creation, tool development and community empowerment through capacity building, we strive to create a more supportive environment for community revitalization in the Pittsburgh region. Organized in 1988 to provide a coordinated response to disparities in mortgage lending in low- and moderate-income neighborhoods, PCRG has since grown to become a nationally recognized leader on issues of equitable access to credit. Through our Neighborhood Policy, Regional Policy and Banking Policy initiatives, PCRG works to:

  • Eradicate blight through land & property recycling;
  • Ensure the accessibility of capital and personal wealth in all markets;
  • Stabilize neighborhoods through increased community safety initiatives;
  • Prioritize investment in transit infrastructure and bring the community voice to transportation planning; and
  • Establish tools, programs, and policies that encourage development in urban neighborhoods.

Purpose and Authority

The Neighborhood Policy Manager will work as part of the PCRG team. They are responsible to ascertain the needs of PCRG member communities, and then develop a yearly work-plan that puts forward a collaborative approach to addressing neighborhood needs with regard to reinvestment, community leadership, member education, and capacity-building of PCRG member communities and their residents. This position is full-time and reports to the Executive Director.

Responsibilities

The Neighborhood Policy Manager is responsible for the day-to-day operations of PCRG’s Neighborhood Policy area. They will be responsible for the development and management of initiatives related to community development, small business relationships, community safety, and member development. The Neighborhood Policy Manager works collaboratively with PCRG member organizations, public officials, and other nonprofit and for-profit partners to address local issues and opportunities that impact neighborhood revitalization through policy, advocacy, programming, and project management. The Neighborhood Policy Manager staffs regular working groups on public safety, business district development, and capital resources; manages full-time staff and interns as needed; and works as part of a collaborative team.

Program Management

  • Develop yearly work plan with Executive Director to identify PCRG focus areas, program and service gaps, and areas of opportunity
  • Supervise interns and full time and part-time program staff as appropriate
  • Work with Executive Director to identify non-working group policy issues & convene stakeholders around appropriate topics
  • Collaborate with staff to uncover additional policy and programming opportunities
  • Maintain positive relationships with staff, management, and board members, informing them of ongoing movement toward meeting the goals and objectives of the initiatives
  • Collaborate with working group chairs
  • Represent Agency at appropriate coalition and working groups as assigned
  • Provide program information to Executive Director, as spokesperson for the organization, to promote a positive image of PCRG and the program
  • Other duties as assigned

      Program Management – Neighborhood Outreach and Engagement

  • Oversee and manage the day-to-day activities of Neighborhood Policy initiatives and activities, including Community Development Working Group and all sub groups and the Safe Neighborhoods Network. Establish goals and objectives, budgeting, and monthly status reports for each initiative
  • Grant writing and grant management, including implementation, budgeting, deliverables, tracking
  • Create collateral material related to neighborhood economic development and neighborhood reinvestment and other assigned programs
  • Create regular communications updating stakeholders as to PCRG’s activities and direction, including newsletter distribution and maintenance of the agency’s up-to-date web-presence
  • Create and maintain excellent relationships with the City of Pittsburgh, Urban Redevelopment Authority, Allegheny County Economic Development, PCRG member groups, financial institutions, non-profit organizations, foundation community, and other regional stakeholders that act as a network of agencies to support economic and community development-related issues
  • Oversee the Reimagine Sheraden project, a targeted blight remediation program in West Pittsburgh
  • Work with stakeholders to educate legislators at the municipal and/or state level to advance neighborhood development policies and quality of life initiatives
  • Occasionally, work with local legislators to draft policy related to neighborhood revitalization, public safety, affordable housing, and community and economic development
  • Create and implement a membership recruitment strategy, identifying appropriate messaging and methods of engagement
  • Cultivate relationships with non-member community groups to assist the Executive Director with recruiting new members
  • Work to advance community economic development and to enhance quality of life in Pittsburgh’s low- and moderate-income neighborhoods

Program Management – Education and Training

  • Engage PCRG members on an ongoing basis to understand their neighborhood training needs; synthesize and respond accordingly to members’ needs through development of new programs
  • Develop a thoughtful understanding of the education and training needs of the community development system, then work to identify or offer workshops that educate stakeholders on the myriad issues surrounding the integration of economic development  in the City of Pittsburgh and Allegheny County
  • Manage and lead the Leadership Development Cohort, a capacity building program made possible through a partnership with NeighborWorks Western PA and the Pittsburgh Partnership for Neighborhood Development
  • Host information sessions, working sessions, events, and trainings as appropriate; oversee ongoing events and speaker series such as Lunch and Learns
  • Event coordination and planning as necessary. Could include, but is not limited to PCRG’s Community Development Summit, our annual holiday party, and happy hours and other social events
  • Continually update collateral material related to PCRG membership and benefits

Knowledge Skills and Abilities

  • A minimum of Bachelor’s degree in Public Policy, Urban Planning, equivalent with 3 - 5 years experience in related Community Development
  • College degree required. Advanced degree preferred
  • Knowledge of federal, state and local government programs relating to community development
  • Knowledge of the Pittsburgh Community Development system, networks, products and consumer services
  • Maintains and promotes social, ethical, and organizational norms in conducting internal and external business activities
  • Flexible and adaptable to change
  • Excellent project development, management, and implementation skills
  • Sets high goals and standards of performance for self
  • Ability to simultaneously manage multiple projects in a fast-paced environment
  • Strong meeting facilitation, coordination, and  organizational skills
  • Ability to synthesize multiple viewpoints and opinions into workable pieces
  • Experience in leveraging involvement of public agencies in support of a non-profit mission
  • Strong community leadership skills, and understanding of and sensitivity to development issues in Pittsburgh’s urban core
  • Proficient at developing presentations, reports, grant proposals, and marketing collaterals
  • Sensitivity in dealing with minority issues and proven ability working with diverse communities and neighborhood organization
  • Relates and compares data from different sources, identifies issues, secures relevant information and identifies relationships.
  • Ability to organize and / or participate in meetings during non-traditional office hours such as evenings and weekends as required
  • Excellent oral, written and interpersonal skills
  • Proficient computer skills in Microsoft Office

Benefits and Salary

PCRG offers a competitive salary based on education and experience, a generous benefits package including medical/dental/vision insurance, disability and life insurance and a and 401(k) plan. Salary Range for this position is $45,000 - $55,000 annually.
