Mental Health America Allegheny County (MHAAC) provides programs and services that support the health of mind and body and works to eliminate the stigma of mental illness and addiction for all. In addition, MHAAC is an affiliate of Mental Health America and a member of MHA in PA. Because of the retirement of its current President and CEO, we are looking for a successor to carry the organization through an exciting and challenging time in the mental health sector.
The ideal candidate is an experienced manager with strong supervisory skills. Financial acumen is a must, with the ability to direct operations in a fiscally responsible manner. Additionally, she/he is experienced in identifying grant opportunities, applying for funding and overseeing that all requirements are met. Because resources are stretched thin throughout the nonprofit sector, the candidate is able to explore possible partnership opportunities with other organizations. He/she also is experienced in partnership with a nonprofit board of directors.
Experience in mental health is not a requirement. However, the candidate should have sensitivity to the needs of people with mental illness and/or substance use disorders.
Job Description
Under the authority and guidance of the Board of Directors of Mental Health America Allegheny County, the President and CEO is responsible for directing the overall operations of the agency to achieve the organizational goals and objectives:
Duties and Responsibilities
- Directs the overall operations, including management of the budget and the capital assets of MHAAC.
- Manages all full-time, part-time, and contract staff.
- Manages the image of MHAAC and promotes MHAAC and its programs in the media and to the general public.
- Develops and maintains professional liaison with all levels of government , with the human service community, Mental Health America, and MHA in PA.
- Works with the Board of Directors to ensure that MHAAC has a long-range strategy that achieves its mission.
- Provides leadership within the Board of Directors and the staff in developing programs and organizational and financial plans.
- Carries out plans and policies authorized by the Board of Directors.
- Provides consultation, liaison, and administrative support for Board of Directors and committees.
- Maintains official records and documents, and ensures compliance with federal, state, and local regulations.
- Maintains a working knowledge of significant developments and trends in mental health, the human services community and related fields.
- Maintains a working knowledge of significant developments and trends in organizational management.
- Establishes a cooperative and sound working relationship with community groups and organizations.
Management
- Assists the Board of Directors in the development and implementation of long-range planning.
- Serves as a consultant, resource person and provides support to the Board of Directors and its committees.
- Implements all policies, programs, and other directives of the Board of Directors.
- Ensures that MHAAC has a strategic plan which achieves its mission and toward which it makes consistent, timely progress.
- Attends Board of Directors meetings and ensures accurate and complete minutes are maintained.
- Establishes and maintains association files and records, and ensures adequate record keeping in all areas of operations
Provides appropriate and adequate information to the Board of Directors in a timely manner
Administration
- Establishes policies and procedures in keeping with the overall objectives of MHAAC.
- Develops and implements human resource policies and procedures and establishes clear lines of communication and authority.
- Ensures compliance with organizational policies and state and federal regulations regarding employment and the workplace.
- Ensures adequate security, upkeep, and maintenance of all property and equipment owned, rented, or leased by MHAAC.
- Maintains confidentiality of all internal matters pertaining to MHAAC, its clients and its operations.
- Maintains a climate, which attracts keeps and motivates a staff of top-quality people.
- Facilitates an atmosphere of open communication with the staff through regularly scheduled staff meetings and frequent interaction with key personnel.
Personnel
- Provides general direction to all employees.
- Oversees all areas of human resource management, including establishing and maintaining a professional and competent work force as is essential to the achievement of the goals and objectives of MHAAC.
- Promotes the objectives of MHAAC by establishing positive relationships with all employees, volunteers, the Board of Directors and its committees.
- Establishes and maintains an effective employee-relations strategy including ongoing evaluations of employees’ performance.
- Sets and monitors standards for performance and ethical conduct.
- Establishes and maintains a fair and competitive compensation program.
- Promotes professional development among employees and volunteers through participation in appropriate educational programs and assists staff members in relating their specialized work to the objectives of the organization.
- Assigns areas of responsibility, delegates duties, and allocates tasks.
- Administers disciplinary action as appropriate and necessary.
Communications
- Ensures that the Board of Directors is kept fully informed about the condition of MHAAC, its operations, and all-important factors affecting it.
- Ensures that all appropriate information is circulated to the Board of Directors in a timely manner.
- Establishes sound-working relationships, represents organizational programs, and when called upon, presents MHAAC’s point of view to outside agencies, organizations, and the general public.
- Ensures that employees are well informed and maintains open lines of communications throughout the organization
Finance
- Works with the Treasurer of the Board of Directors in developing financial strategies that ensure adequate funds are available to permit MHAAC to maintain its operations.
- Oversees and monitors the day-to-day financial operations.
- Develops the annual budget and presents it to the Finance Committee.
- Works with and provides administrative support to the Finance Committee in refining the annual operating budget.
- Ensures than an annual independent audit is conducted and reported to the Finance Committee and the Board of Directors.
- Facilitates the development of all financial reports, and in coordination with the Treasurer of the Board of Directors, reports regularly to the Board of Directors on MHAAC’s financial status.
- Authorizes and monitors expenditures within the total budget.
- Identifies and pursues all appropriate revenue sources and coordinates fund-raising activities approved by the Board of Directors.
- Implements Board of Directors’ policies and directives with regards to financial management.
- Ensures adequate control and accounting of all funds including developing and maintaining sound financial practices.
- Jointly with the Board Chair, and other designated officers, carries out official correspondence of MHAAC and executes necessary legal documents.
- Maintains official tax/financial records and documents, and ensures compliance with federal, state, and local regulations and related reporting requirements.
- Ensures that funds are accounted for and disbursed in accordance with contractual requirements and any an all donor designations.
- On behalf of MHAAC, ensures that appropriate acknowledgement and recognition is extended to all private and corporate donors.
Fund Raising
- Provides administrative support to the Board of Directors for fund-raising programs.
- Establishes positive relationships with existing and potential donors.
- Establishes and maintains positive relationships with government, foundations, and corporate benefactors.
Public Relations
- Promotes the objectives of MHAAC by establishing positive relationships with the public, government agencies, other cultural entities, and the media.
- Monitors public perception of MHAAC, mental health and human service-related activities.
- Develops and maintains professional liaison with the mental health and human service-related community in support of issues of mutual concern.
- Acts in a senior public relations role to promote MHAAC and its goals and objectives at community functions or other events.
Program Management
- In consultation with and in conjunction with the Board of Directors, provides leadership, develops, proposes, implements, and maintains programs that provide value and maximize benefit to MHAAC’s constituents.
- Evaluates how well program goals and objectives are met and makes recommendations to modify programs that do not meet or exceed established goals.
