The Agency
CMHA was established in December of 1933 under the provisions of the Ohio Housing Authority Law. CMHA's jurisdiction encompasses all of Hamilton County serving nearly 5,200 Public Housing. In addition, the Housing Choice Voucher Program provides affordable housing options for 10,600 families. Most residents served by CMHA are elderly and working families.

CMHA has an annual operating budget of over $130 million for all of its housing programs. There are approximately 300 full-time employees.

CMHA consistently receives a high performance designation from the U.S. Department of Housing and Urban Development under the Public Housing Assessment System (PHAS).

In 1998 CMHA was awarded a HOPE VI Grant in the amount of $31,093,590 for the revitalization of Lincoln Court and in 1999 was awarded another HOPE VI Grant of $35,000,000 for Laurel Homes. These grants have replaced two of CMHA’s oldest and largest residential communities, transforming Cincinnati's West End neighborhood into a mixed-income community and creating an impact on the revitalization of downtown Cincinnati. The end result is 686 rental units and 211 home ownership units, over half of which are designated affordable.

CMHA operates a locally funded development program named the Hamilton County Affordable Housing Program. Funds received from the Hamilton County Department of Development enabled the Authority to develop properties in various areas of Hamilton County where the number of affordable housing options are proportionally underrepresented as compared to the general housing market. In addition, CMHA contracts with the Columbus Housing Authority's Assisted Housing Services Corporation (AHSC) to conduct compliance reviews for approximately 9,000 Project Based Section 8 units in a three county area of Southwest Ohio.

More than $200 million has been spent on physical improvements to CMHA's portfolio, which have been designed to improve security, reduce density, and decrease crime in CMHA communities and to improve the overall quality of life for our residents.

A five member Board of Commissioners who serves without compensation for a term of five years governs CMHA. Two Board Members are appointed by the City of Cincinnati City Manager, one by the County Commissioners, one by the Probate Court and one by the Court of Common Pleas. The Board is responsible for hiring the Executive Director.


The Position
The Executive Director serves as the chief executive and operating officer of CMHA, with overall responsibility for the planning and management of CMHA properties, programs and systems. Reporting to and serving at the discretion of the CMHA Board, the Executive Director serves as an advisor to the Board on policy formulation and is accountable for the timely and appropriate implementation of policies, plans and procedures.

The Executive Director is the visible spokesperson for CMHA and, as such, he/she is expected to work to maintain a positive image of Cincinnati assisted housing.

With the changing demographics and service needs of Cincinnati’s affordable housing population, CMHA must be increasingly effective at building partnerships with service-providing entities, both governmental and private. The Executive Director is expected to take the lead in building and maintaining these relationships and is called upon to be extraordinarily effective in working with City, County, State and Federal administrations.

Specific responsibilities in the area of Program Planning, Development and Evaluation are:
develop and recommend to the Board short and long range plans for meeting the assisted housing needs of the community; oversee program development and administration; appraise the Authority’s performance in meeting established goals; and provide research, analysis, and recommendations to the Board and, as appropriate, other governmental agencies to support adding and improving assisted housing in Hamilton County including the City of Cincinnati.

Responsibilities in the area of Financial Management are:
provide executive review and control over all fiscal affairs of the Authority to ensure fiscal integrity and cost efficient operations; recommend for Board approval the annual operating budget, Comprehensive Grant budget, HCV budget, and special grants; direct and be responsible for accounting systems, purchasing programs, and budgetary and fiscal procedures used by CMHA; and provide for upgrading of related systems.

Responsibilities in the area of Organizational Development and Human Resources Management are:
establish and communicate organizational goals and performance expectations; set high performance standards throughout the organization, with clearly defined lines of performance accountability, ensure the firm, fair and consistent treatment of all employees support management decisions and encourage teamwork and cooperation; approve the hiring and termination of staff members, in accordance with applicable policy; and maintains a positive working relationship with three employee labor unions.

Responsibilities in the area of Resident and Community Service Development are: provide leadership and direction to implement resident programs which serve the needs of the entire resident population; establish an atmosphere to develop community leadership among residents; and encourage creative problem solving among residents and staff to implement programs which are consistent with CMHA’s mission statement.

Responsibilities in the area of Media Relations and Partnership Building are: serve as the chief public representative for the Housing Authority, effectively building partnerships with service entities, both governmental and private; and establish and maintain a working relationship with City, County, State and Federal administrations and the local media.

Responsibilities in the area of Board Relations are:
acts as the ex-officio Board secretary by maintaining official records of Board proceedings; prepare the agenda for Board meetings and issue the public notices for such meetings; recommend operating policies/procedures to the Board for approval; seek the advice and consent of the Board as appropriate; and ensure that CMHA is in full compliance with all statutory and regulatory requirements, including those of the Department of Housing and Urban Development, MBE, EEO, and competitive procurement.

The Qualifications
The Executive Director of CMHA must be committed to effectively managing the housing authority and planning the future of Cincinnati affordable housing.
Requirements consist of a Bachelor’s degree in Urban Planning, Finance, Management, Business, Public Administration, Community Development, Real Estate, Social Science or other relevant degree from an accredited college or university. A minimum of 15 years experience in public housing (or affordable and assisted housing) with at least several years at a senior managerial or director-level position. The Board will consider individuals with equivalent years of relevant executive experience managing a HUD agency with a comparable budget, employment, significant client requirements and a complex regulatory environment. The candidate must also possess a Public Housing Management Certificate, Certificate in Public Management or the ability to obtain such within the first year of hire. The candidate must also demonstrate the progressive experience required in both agency management and property acquisition/development/redevelopment, have in-depth knowledge of HUD regulations and extensive financial management background.

Preferred Qualifications
• Knowledge of, and ideally experience in, the Moving To Work Program either as an MTW Participating Site or implementing optional MTW initiatives.
• Has developed, or participated in the development of, successful initiatives to improve neighborhood relations among Housing Choice Voucher tenants and their neighbors, both residents and businesses.
• Reputation for strong oversight and enforcement, specifically for holding tenants and landlords accountable for good neighbor policies.
• Demonstrated policy and programmatic commitment to Project Basing of Vouchers.
• Experience in policy and program development and implementation for creative mechanisms to assist tenants in moving into self-sufficiency.
• Experience and willingness to pursue new development opportunities with private
partners for affordable housing (planning, development, financing, compliance, land acquisition/disposition, community involvement, marketing, monitoring, project management).
• Experience in addressing impacts of concentrated public housing in neighborhoods.
• Excels at community outreach and responsible collaboration; verifiable reputation for positive relationships with government & private business groups who have an interest in housing development consistent with the social, economic, and financial goals of their community partners.
• Reputation for being highly responsive to, and collaboratively working with, boards of commissioners.
• Demonstrated work style as a progress driver with a sense of urgency to get things done.
• Ability to negotiate solutions to complex problems and engage appropriate internal and/or external stakeholders.
• Salary range: $180,000-230,000 total compensation base with bonus. Additional
benefits to be negotiated upon offer of employment.
