Position Title: ECS Associate Director Social Services - Management
Entry Wage: Salary commensurate with education, experience and demonstrated success
Job Location: Washington, PA – Plaza Building
Reports to: Early Childhood Services Director
AREAS OF CONSIDERATION:
- Prefer a Washington County or Greene County resident.
- Travel may be required throughout Washington & Greene Counties.
CLEARANCES/LICENSES:
- Final determination of suitability for employment will be contingent upon a successful Federal Bureau of Investigation (FBI) fingerprint processed in accordance with Public Law 92-522 and the Child Protective Services Law (Title 23, Pa C.S. Chapter 63). Federal Criminal History Background Check will be required before starting employment.
PHYSICAL REQUIREMENTS:
- Must have a physical examination including an intradermal TB test.
QUALIFICATIONS (EDUCATION):
- Bachelor’s Degree in Social Work or related field.
- 2-5 years experience working in a social service system or an equivalent combination of education, training and experience.
- Masters Degree, MSW, LSW preferred.

BRIEF DESCRIPTION OF DUTIES:

- Implement the Head Start/Early Head Start Performance Standards and other applicable state and federal regulations.
- Act in accordance with the mission, policies, and procedures of Community Action Southwest.
- Participate in required meetings and training opportunities which may involve out-of-town travel.
- Provides input into ECS budget development, assures that expenditures are appropriate, and assists in monitoring budgets.
- Ensures that an effective system is utilized for planning, implementing, and monitoring all aspects of services in the SS unit as specified in the Performance Standards.
- Overall responsibility for ensuring a robust parent involvement program incorporated into all aspects of ECS programming.
- Provides the ECS Associate Director of Operations with timely information for grant applications and development.
- Makes presentations to the Policy Council, Board of Directors and other groups.
- Responsible for ensuring the tracking and statistical compilation of outcomes for the SS unit of the ECS programs for the annual Program report(s).
- Be a resource to support Social Services Supervisors, mental health consultants, health professionals and clients by having regular interactions with consumers to assess service delivery methodologies and to promote customer satisfaction.
- Facilitate new and existing tools and processes for training and staff development to ensure client program success across teams and service areas at CAS and within the MH/Disabilities/Health and Nutrition areas.
- Responsible for developing and maintaining partnerships with other social service providers.
- Ensure accurate records and reports are maintained in a confidential setting (client records, medical, behavioral health, electronic, etc).
- Oversee frequent, bi-directional planning, reporting and communications for the SS area.
- Focus on continuity and quality of case management services to mark baseline standards and to promote seamless service delivery to consumers.
- Responsible for ensuring the completion of monthly, quarterly, and annual updates of all necessary unit plans, procedures, etc., obtaining input from appropriate persons/groups.
- Provides input and makes recommendations for policy development.
- As a member of the ECS Program Administrative team, implement and maintain program regulations, mandates, and standards.
- Provides daily direct supervision to staff. Plans and coordinates work. Orients, trains and motivates staff.
- Ensure staff and consultants have the credentials, knowledge, skills and experience needed to perform assigned areas of responsibility.
- Perform annual performance reviews to assess training and development needs to reach maximum professional competencies.
