Project Manager, Allegheny County Parks Foundation - Pittsburgh PA

Basic Function
Convert Board approved projects to estimates, tender documents, plans and specifications, supervise projects to enable cost effective construction and budget redemption.

Reporting Relationship
Project Manger reports to Executive Director of the Foundation. Coordinates Oversight Committee and supervises outside architects, engineers, and constructors.

Specific Responsibilities and Duties

  • Prepare estimates on nominated projects.
  • Prepare plans and specifications to enable contract tendering.
  • Participate in selection of outside architects, engineers and constructors when appropriate negotiating terms of their services.
  • Supervise construction assuring adherence to plans and specification.
  • Represent proposed change orders to Executive Directors and Oversight Committee.
  • Conduct post-construction review including punch list items, actual costs versus budget, construction drawings to aid in the maintenance and management of the asset.
  • Coordinate with the County Parks Department and Public Works Department on a maintenance plan for the asset.
  • Maintain good working relationships with the County Parks Department and Public Works Department and other community interest groups and organizations.
  • Participate in community programs to promote the Foundation’s mission.

Person Specification

Education
Degree in engineering, architecture or construction management required. Well developed communication skills, both oral and written. Minimum of 5 years experience in drafting plans and specifications; minimum of 5 years experience construction supervision. Demonstrated ability to present to groups. Demonstrated skills in developing PowerPoint and other computer graphics.

ALLEGHENY COUNTY PARKS FOUNDATION

Overview

The Allegheny County Park System consists of approximately 12,000 acres in 9 regional parks that surround the City of Pittsburgh.  The parks are located in a 15 to 20 mile radius from downtown.  The park system is rich in recreational, natural and historic resources and has the potential to be one of the finest county park systems in the nation. 

On September 27, 2007 County Executive Dan Onorato announced the establishment of the Allegheny County Parks Foundation.  With the establishment of the Allegheny County Parks Foundation, many of the goals and recommendations in the Allegheny County Parks Comprehensive Master Plan can be implemented. The Foundation’s charge is to help transform Allegheny County’s parks through funding, asset improvement, increased utilization, and public/private collaboration in order to enhance quality of life in the region.

The Allegheny County Parks Foundation is a nonprofit, nonpartisan, independent organization. The mission of the Allegheny County Parks Foundation is to assist Allegheny County in the maintenance, improvement, protection, preservation, and restoration of Allegheny County park facilities, and to support educational and recreational activities.  The Foundation is governed by a Board of Directors comprised of private sector, county, community, and philanthropic leaders.  The Foundation focuses on undertaking projects of varying complexity and scope practicing environmental stewardship and sustainable best practices.
