Position Description:  

    • Under the supervision of the Manager of the Business Development Division, this position is primarily responsible for serving as contract coordinator for agreements between Allegheny County and operating agencies.
    • This position’s primary purpose is to provide oversight, consultation, management, evaluation, coordination and monitoring for a variety of Business Development projects from inception to completion.

 

Major Duties / Scope of Work:

    • Provide technical support on Allegheny County programs and policies to facilitate communications, cooperation, and action between the operating agencies, governmental agencies, or non-profit agencies and Allegheny County
    • Identify development opportunities by contacting potential developers and business clients
    • Provide substantial guidance to entrepreneurs involved in new or expanding businesses
    • Seek out development opportunities; cultivate them, and follow through with the appropriate development assistance
    • Monitor the health of loans made by the Department and recommend steps to secure the Department’s outstanding loans
    • Work with business owners, real estate developers, and the Department’s Planning Division to review and analyze development plans and provide guidance about ways in which those plans can be realized
    • Determine eligibility of applicants for Department and Authorities loans, grant programs and referring projects to other agencies for financing and technical assistance
    • Utilize tax incentive programs such as Tax Increment Financing and LERTA for qualified development projects
    • Assist projects with public requirements and approvals, as necessary
    • Coordinate with the Department’s Project Finance Division to work with banks, foundations, local, state, and federal agencies to develop project financing
    • Assist the Project Finance Division with the assembly and presentation of loan proposals to the Department’s review committees and prepare projects to close on financing
    • Monitor the success of borrowers and, as needed, structure possible technical assistance
    • Market County and Authorities programs on a regular basis by contacting potential users and participating in and sponsoring seminars and workshops in conjunction with banks, community development organizations, and other economic development agencies
    • Develop working relationships with economic development agencies, university business development centers, state and federal agencies, small business consultants, and investment companies in order to seek potential clients and to provide clients with a range of business services
    • Monitor contracts with various Federal and State agencies concerning programs and funding sources
    • Conduct desk audits and on-site inspections to provide on-going assistance, to establish systems for review and evaluation, to ensure compliance with regulations and contract agreements, and to initiate corrective action, if necessary
    • Implement projects and records management system to ensure fiscal integrity and to meet reporting requirements
    • Prepare RFQ/P/DPs for public solicitation
    • Give public presentations, hold public input sessions, and community planning workshops
    • Meet with business owners, elected officials, and community stakeholders to assess needs and formulate project priorities
    • Prepare periodic status reports as required or needed
    • Prepare budget recommendations
    • Develop and evaluate economic development programs; manage technical assistance components of the various programs
    • Interface with public and private sector organizations on a regular basis
    • Maintain County and departmental operating procedures
    • Perform related duties/special assignments as assigned
    • Work as a team member with other Department Divisions in order to achieve the Department’s objectives

 

Knowledge, Skills, & Abilities:

    • Minimum Qualifications are a Bachelor’s Public Administration, Political Science, Community Development or a related field AND 1 year of related work experience OR an equivalent combination of education and/or related work experience
    • Experience in the area of community or economic development preferred
    • Experience drafting documentation related to Tax Increment Financing and administering the legislated process is preferred
    • Knowledge of economic assistance programs available to businesses from banks, foundations, and local, state, and federal public agencies
    • Expertise in financing a variety of development projects, including industrial expansions, new businesses, and real estate developments
    • Ability to use Microsoft Word, Excel, Access, and Outlook software programs proficiently
    • Strong analytical ability
    • Ability to maintain a positive attitude
    • Demonstrate persistence and determination
    • Demonstrate initiative in undertaking new activities
    • Ability to be flexible in completing tasks
    • Excellent communication skills, both written and oral
    • Excellent organizational skills
    • Valid PA Driver’s license required
    • Ability to successfully meet all divisional objectives in a timely fashion
    • Ability to interact professionally with supervisors, co-workers, and outside agencies
    • Ability to work as a team member with other divisions and the ability to perform self-directed tasks
    • Ability to adhere to Department/ County policies and procedures while working under minimal supervision
